Sub-Sahara copyright: a barrier to information?

Now here's a subject that generates strong feelings -- "Sub-Saharan Africa, Education and the Knowledge Divide: Copyright Law, a Barrier to Information". That's the title of a dissertion written by Afro-Leo's friend Tania Rufus while she was reading for the LLM degree at the University of London.
